Things an Account Manager Should Know

Listed here are the top things an Account Manager should know about their account(s).  If you do not know a particular aspect of your account, the Budget Office will be happy to assist.

What is my account?

Your account is made up of three identifiable numbers:
  • Fund Center
  • Fund
  • Funded Program (Not all accounts will have a Funded Program)
It is the combination of Fund Center/Fund/Funded Program that make up your unique account. It is likely that you have multiple accounts for different functions and expenses.  A key to understand your account, is understanding the nature of your fund.

Who pays for my account's salary review, benefits, state longevity, and work study matching?

  • Is it my account or a University central account?
  • Normally the answer is the same for all 4 elements.

How are salary savings treated?

Two types of salary savings:
  • Temporary - caused by a budgeted position being vacant.
  • Permanent or Recurring - due to hiring a replacement at a lower salary.
Depending on your account, salary savings are treated differently with respect to whether or not your account retains temporary or permanent salary savings.

How are reserves or carry forwards handled?

  • Budget Office routinely carries forward certain budgets.
  • All other unexpended budgets collapse to reserves.
    • If applicable, Account Managers can see reserve balances in fund center 1040999999.
    • Fund managers can send a request to budget@txstate.edu requesting use of reserves, specifying amount and reason.

What are the transferability rules for my account?

Budget or spending authority is transferable only between accounts in a related pool (fund or fund group). 
  • For the Method of Finance fund group, that is fund 10000500XX, 10000600XX, and 20000110XX.
  • For all other funds, budget is transferable only within that fund.
