Proposal to relocate Mail Services to West Warehouse/Print Shop:
John Root stated that Mail Services and the Print Shop complement one another
and would benefit from being located in the same area. The current Print Shop
space at the West Warehouse could be reconfigured to house both operations.
John thought the move would have little impact on the campus except for the
occupants in JCK; therefore, he proposed that the current mail boxes stay on
the 1st floor of JCK (but relocated closer to the loading dock) and staff from
Mail Services would come to JCK for 1 ½ hours each morning and afternoon
to deliver and pick up mail. The retail window in JCK would be closed but retail
services are up and running at Duplicating in Nueces. The main cost of the move
would be the relocation of the two Pitney Bowes meter machines at approximately
$1,100 and the department has funding to cover this expense. Currently, there
are no requests to use the space if vacated. This space might not be considered
good as office space but would be good as storage space to free up other office
space in other areas of JCK. (Note: since this meeting the Graduate College
has expressed an interest in using the space and are in the process of preparing
a space request.)
Pat Fogarty pointed out that the West Warehouse is currently on a water well system and wanted to know how many additional people would be working in the area. John and Jim thought there would be four to five people relocating from JCK to the West Warehouse.
The Committee recommended presenting the relocation proposal to President’s Cabinet for approval once Pat has certified that there is no water/restroom issues associated with the move. (Note: there will not be any water issues after all)
Project Updates:
Nancy Nusbaum introduced George Krezinski and Michael Petty from the Facilities
Design and Construction Office. Both are project managers and were present to
answer any questions that the committee might have regarding upcoming projects.
Ms. Nusbaum reminded the committee that construction costs have increased sharply,
all project bids have been coming in over their budgeted amounts, and staff
have been working with architects and construction managers to find ways to
reduce costs.
Tina Schultz asked Ms. Nusbaum if all the Campus Master Plan architectural and landscape guidelines will still be adhered to with all the construction costs being so much higher than expected. Ms. Nusbaum assured the committee that the guidelines will be followed but the University may look at alternatives for materials to help reduce costs. Design and landscaping are not being compromised.
Dean Ellis asked if there will be a display in the Student Center showing construction design and progress as was used during the Master Plan process. Ms. Nusbaum referred the Committee to the Construction Update Link found on the Space Management Web page. Mr. Reynolds updates the site after each Board of Regents meeting. Each project is featured. Carol Barrett suggested that a computerized kiosk placed in the Student Center directing individuals to the website might be useful. Rick Bishop and Chris Reynolds will investigate the feasibility of a Kiosk. Dean Ellis reiterated that she thought the more information that was released to the public, the better PR for the University. Ms. Nusbaum mentioned she has been attending meetings with various organizations in the San Marcos community (Board of Realtors for example) sharing information about the upcoming construction projects.

Space Projection Model for Fall 2005:
The Texas Higher Education Coordinating Board released the Space Projection
Model for Fall 2005. Texas State is still a space deficit institution - deficit
of 480,071 assignable square feet. This deficit will be addressed somewhat by
the construction of the Undergraduate Academic Center and RRHEC Nursing Building.
Other schools listed with deficits in the state are UT-Austin, Texas A&M,
University of North Texas, University of Houston and UT-San Antonio.
Request from AIS to convert a file room into a conference room:
Department has funding to convert JCK 669 into a conference room. No cost estimate
at this time. Committee recommended approving project to next level once funding
determines who should have final approval authority.
City News
Carol Barrett shared information from a recent meeting with Mr. Hammonds and
City staff where Value Engineering discussions were occurring for the Hotel
and Convention Center. Grand opening is scheduled for October 2008.
Upcoming Academic Programs
Micky shared information for several new academic programs:
Space Efficiency Review
Broaddus and Associates was hired to conduct a space efficiency review of the
Family and Consumer Sciences Building. Recommendations for changes have been
presented to the Chair. The Chair will present the recommendations to the faculty
in January and then prepare a space renovation request for review by the Facilities
Committee in February or March.
Chris Reynolds and Nancy Nusbaum are meeting with the Dean of Education and the Chairs in the College of Education to discuss conducting a similar internal space efficiency review modeled after the review conducted by Broaddus and Associates.
