The programming and feasibility study by Pfeiffer Partners, Inc. (Architects) was completed, and the results were presented to the Board in February, 2007. A second independent cost analysis was completed in June 2008 and updated for current market conditions in June 2009.  
 
The Performing Arts Center Complex Project is composed of four component parts. The primary component, the Music Recital Hall and Theatre Center, is expected to contain approximately 43,700 gross square feet of new space including: a Music Recital Hall with approximately 300 seats; a Proscenium Theatre with approximately 400 seats (with a fly tower);   Public Lobbies, Restrooms, Box Office, and a Loading Dock, screened from public view. A Project goal will be to achieve a LEED Silver certification for the Music Recital Hall and Theatre Center.
 
The second Project component is an adjacent Parking Garage for 450 cars, including approximately 10,500 square feet for a Campus Telephone Switch facility and Retail space. 
 
A third project component is a Chilled Water Central Plant containing two 1500 ton chillers with space and infrastructure for one additional 1500 ton chiller. The facility will contain all of the support facilities (i.e. cooling towers, pumps, controls, piping, etc.) necessary to make it operational and expandable. The structure will include an architecturally pleasing enclosure to make the facility compatible with the architecture of the Performing Arts Center Complex. 
 
Extensive Streets and Grounds improvements are the fourth component of the project. Moon Street and Edward Gary Street will be expanded and modified for two-way traffic to accommodate the required traffic flow in the area. Moon Street will become a major boulevard entry point of the University and will be provided with entry gateway signage and structures suitable to its visual importance. A new Concho Street and Wood Street will be established and re-aligned for improved two-way traffic flow. The Streets and Grounds component will include extensive campus standard sidewalks, plazas and landscaping. Two parking lots on Moon Street and the abandoned Wood Street will be converted from “gray to green” with parks, gardens, walkways, and landscaping in compliance with the Campus Master Plan.
 
StatusWith the June 2009 construction cost estimates complete, the RFQ for selection of the A-E team was posted. A RFQ Pre-proposal Conference was attended by over 200. Due to the wide-spread interest, the size and unique nature of the project, the selection process of the most qualified A-E team will involve interviews and will be more lengthy than usual. The initial activity for the A-E team and CM will be to validate the Program and develop viable cost saving options to meet the project budget. Initiation of the project design phase is expected by October 2009. Project completion is projected to be in late Fall 2013.
