Overview

More than 500 skilled technical, service, supervisory, and management staff members work in the 9 units that comprise the Finance and Support Services Division:

The Vice President for Finance and Support Services (VPFSS) is the chief financial officer of the University. The Vice President is specifically charged with advising the President, President’s Cabinet, The Texas State University System and Board of Regents on financial and administrative matters affecting Texas State. VPFSS Office staff are responsible for the preparation of the quarterly report to the Board of Regents, coordination of the development and implementation of strategic plans within the division, coordination of the development and implementation of the University Master Plan, and supervision of the preparation of facility-related materials for the Texas Higher Education Coordinating Board. The VPFSS Office also supervise the development of operating systems for business affairs functions, oversee divisional assessment activities, coordinate automated projects within the division, and coordinate real estate acquisitions for the university. In addition, the Vice President and the staff of the VPFSS Office provide coordination and support for the various services and functions of the division as described below.

Auxiliary Services manages the various business operations of the university which include the Bookstore, University Print Shop, Duplicating Services, Mail Services, ID Services, and transportation services.  Auxiliary Services also manages the contracts for the outsourced food service operation, copy service, the TexTram shuttle bus system, and snack and beverage vending.  The University Bookstore serves students by making available books and supplies required for course work.  The University Print Shop and Duplicating Services provide the university community with publications and print media.  Mail Services distributes mail originating within the university, as well as external mail addressed to Texas State.  As a service to the Texas State community, Mail Services can accommodate personal postal supply needs (stamps, packaging, faxes, etc.).  ID Services issues and maintains the ID card. The ID card provides faculty, staff and student identification, as well as facility and meal access and eligibility.  ID Services also provides meal plan information and issues meal tickets to Texas State departments for special events.

The Budget Office gathers information about personal salaries, wages, travel, operations, capital, etc., and with the approval of the President’s Cabinet, compiles a detailed budget document to provide financial guidance to the various departments and other operating entities.  This document implements the plan for the use of available financial resources for each fiscal year.  The Budget Office also compiles the university’s request to the Legislature for appropriations which includes information about revenues, expenditures and plans for the future.  In addition, the Budget Office supplies financial management reports, projections and analyses on a regular basis.

Environmental Health, Safety and Risk Management provides technical consultation and program development to assist the university in meeting regulatory requirements and accepted standards for occupational health and safety, fire safety, environmental protection and loss prevention, risk assessments and insurance administration.

Facilities supports the university’s mission by providing a suitable educational setting that is attractive, convenient and safe.  To this end, the various shops in Facilities Operations schedule maintenance to insure efficient utilization of manpower and funds in the operation and maintenance of buildings and infrastructure. The maintenance actions range from scheduled preventative maintenance on a recurring basis to prolong the life of our physical plant, to minor and major maintenance actions identified by work request, to building modifications and minor new construction performed by shop forces. It is also responsible for generating electricity, steam and chilled water to be distributed across campus.  It operates three major plants that are interconnected and controlled from the Central Plant located on the north side of the campus. Grounds Operations maintains most the 475 acre main campus and is also responsible for trash collection and recycling. Custodial Operations provides services for approximately 3.1 million square feet of educational and general buildings, plus some auxiliary buildings. The office of Facilities Planning, Design and Construction provides professional and technical support on all four phases of construction: programming, design, bid and construction.  The office serves as contract administrator for all capital and special projects, manages the design and construction process, including daily on-site inspection.  The office of Facilities Management is responsible for work generation, setting maintenance priorities and providing support to all groups in the organization. It also manages the university's vehicle fleet and purchasing of materials for the department.

Financial Services has responsibility for establishing policy, business processes, and systems to safeguard financial assets of the university. Financial Services is responsible for ensuring the efficient and effective use of financial resources and for the fiscal integrity of the university's financial master data, internal, and external reporting systems. Financial Services is managed by the Associate Vice President for Financial Services who oversees, prioritizes, and directs the activities of the Contract Compliance & HUB Compliance, FI Master Data Center, General Accounting, Payroll, Purchasing, and Materials Management functions.

  • Contract & HUB Compliance monitors and provides oversight for applicable major contracts to assure compliance to all applicable statutes, rules, regulations and policies and also oversees the Texas State HUB Outreach Program.
  • FI Master Data Center oversees the integrity and ensures the security of the universities financial master data.
  • The General Accounting Office (GAO) strives to issue timely payments and reimbursements, while providing financial information and reporting to the university’s internal and external constituents. These activities promote fiscal responsibility, accountability and regulatory compliance.
  • The Office of Payroll and Tax Compliance is responsible for ensuring the accurate and timely payment of employee wages, personal services contracts, and remittances to health care, life insurance, retirement, and other benefit providers.
  • The Purchasing Office is responsible for the strategic sourcing and procurement of goods, materials and services compliant with all applicable university, state and federal laws.
  • Materials Management is responsible for central and decentralized receiving activities across the campus, inventory control of equipment assets, and capitalization of fixed assets.

FSS Planning is dedicated to providing comprehensive planning services that aid in the successful completion of goals critical to the education, research, and public service mission of the University. Planning services include: development and implementation of the University Master Plan and associated capital plans; coordination of programming activities for major renovations and new construction projects; maintenance of the facilities inventory; identification of space need projections; development of campus maps; real estate services; and Transportation Services that include Parking, Shuttle, and Alternative Transportation.

Human Resources (HR) provides human resources services to the campus in compliance with federal and state laws and the requirements of the Texas State University System Board of Regents and the Texas State University administration.  The Director of Human Resources is the chief human resources officer for the University.

The Treasurer's Office directs and administers treasury operations and investments including endowment funds, banking, cash management, and debt financing for the University.  The Treasurer oversees the Student Business Services office, which directs the operations of the cashiering and collection function for the University in accordance with federal and state regulations and University policies.  Student Business Services responsibilities include deposit of all University income, assessment and collection of student tuition and fees, collection of emergency tuition loans, short-term loans, NSF checks, and various receivables.

The University Police Department is a full-service police agency providing professional law enforcement services working to ensure the safety of our university community. The police department is made up of Texas Commission on Law Enforcement (TCOLE) certified police officers, a communications center which also serves as a 911 call center staffed by TCOLE certified Telecommunications Operators.  Available 24 hours a day, seven days a week, officers respond to calls for service while offering high visibility patrol on foot, bicycle and in marked patrol vehicles.  UPD is the primary reporting and investigating law enforcement agency for all crimes occurring on the Texas State University campus or any university owned property. The SafeRide and Bobcat Bobbie programs are housed in UPD and are operated by student employees and public service officers. The programs offer on campus safety escorts after normal transportation services end.  Emergency Management is a part of the police department and handles emergency plans and procedures for the university as a whole.
